OPCN obviously can't recognise it in the plugin directory.

Are you sure that the file: "wmm_win32_pi18_v06_pi.dll"
really is present in the directory:...

I'm not sure it's stated in the c-maps like on most printed or BSB charts.
But there is a nice plugin to OCPN showing the magnetic variations for the actual position for the boat and,...
