You've a "center on boat" button (the ship icon) to the right of the chart scale control. Or key "F2".

That's the range line and points predictions for CPA. The points are yours and the target's position when closest. More in the manual here...

There's no settings to move or omit the menu item. Possible a future request if a common concur.
You may try the shortcut "M" (or "F4") to start measure instead? (Esc to end it)

Unfortunately not. To arrange own ship and AIS targets course predictor length to the same value you need to adjust both settings.

I do agree a future request would be to have them...

I think you're overdoing this.
In Options->Charts->Vector charts select all but "Important text only".
Set the depth limits once to fit your boat.
In the per canvas menu, "Hamburger", to the right...

You may check the wind instrument installation. Most are on a stick in front of the mast to avoid those upwash you mentioned.

All OCPN versions are still supporting WinXP but only with SP3.
The described SP3 "toast" problem I've never seen. I've switched e.g. cloned hard disks on both XP-SP3 and Win10 wo any trouble....
