SOLVED:
This ended up being a settings issue on the charger. I purchased a new charge control unit with a lithium setting and the issue disappeared. Thank you all for your help.

Yeah, I was able to get it up on a plane singled yesterday with the 15 hp. I am going to go ahead and buy the 15 I found and put wings on it. I'll see what happens with that.

Okay, I pulled the sail off and raised the halyard with just a line on the other end to pull it back down. I could get the sheet all the way to the top but it twisted probably 5 rotations on the way...
