$30 Home Depot's detectors are working from AAA batteries or from AC plug. They have some 12V for RV also but prices are starting from $80 already.

I am looking to cover the wheel with binnacle. Actually, the protection of instruments on binnacle is my major reason to find cover from the sun light.

Why do you need POE? There a lot of car backup cameras with monitor for less $100 for kit just google "wireless backup camera with monitor for car". They are 12V and no need to run extra video cable.
