From my understanding it is only ABYC approved if "solder shall not be the sole means of connection at a terminal". Meaning you must also crimp the terminal.

I believe mbowser is correct in this situation. The subject of penetrating oil got mentioned and the CB Torque stuff is amazing for corroded fasteners. Probably not relevant to this issue.
