As long as you're not planning to go to Europe a state boat licence is about all I'd bother with. It won't give you any sailing experience but covers the basics and will be legally required to run...

Why waste your time in the Med learning to sail? I'd contact a shool in the meanwhile and do an RYA Day Skipper (Sail) Course. Theory can be done online through RYA online theory courses...
