thank for writing. There have been violent attacks against cruisers throughout the Caribbean and it is on the increase. One particulary violent one occurred on Union Island last year right in the heart of the Grenadines in the Lesser Antilles.
There is no way for "Haiti" to address this as there is not one Haiti but in fact many areas and districts that operate almost as separate countries.
I think it best to follow the guide and avoid remote places like where these two incidents took place.
