Honestly, I think the doc is after the money more so than concerned for her health. I'm a type 2 on insulin therapy (fast and long both) and I see my doc about once per year. Blood work shows I'm still keeping it under control and the doc keeps sending me meds. I plan on asking for a longer-term prescription eventually (get monthly supplies currently in the mail) but I doubt there will be any issue with making that happen.
