Transfering documentation with name change

I'm in the process of purchasing a USCG documented vessel. I understand about transferring ownership on the documentation but I also want to change the name and hailing port of the vessel.

My question is do I / is it easier to or better to:

A: transfer ownership and then submit the paperwork for a name change after ownership is transferred

or

B: submit the ownership transfer with the name change?

I changed ownership, name and hailing port all at the same time. No problem. Why go with all the extra paperwork?
