Offhsore Registration and VAT are 2 seperate issues.
Avoiding VAT depends on where the
boat will be based, not on where the buyer is from nor where the
boat is registered. As a Non Euro and if the boat is to be based outside the EU then a
new boat will be easy enough, a s/h one will be more difficult - I
recall vaguely that after 3 years the VAT is not recoverable, but it is possible to buy s/h in the EU with no VAT on the boat from businesses (usually
charter companies), if the boat stayed in the EU VAT would be payable by you, but if going outside it will not be payable.
You could also buy in
Europe and outside the EU (for VAT purposes) - like from Jersey

- anything new could be bought from here, don't need a boat
builder here.
Just to confuse the issue we also have S/h ones with VAT paid - and ones without - and also ones which did have VAT paid but now have
lost their VAT paid status - despite documentary evidence to the contrary / the surprise of the vendor!
