Hi,
If you are not a local you'll need a Croatian Cruising
permit for starters.
It lists who is on the crew, the cost is variable on size of
boat (used to be variable on number of bodies). Cost us around E200 last year for a 46 footer for two.
Check out from Croatia, I suggest Dubrovnik is best if heading south.

cruise liners and walk over.
Regret can't give personal
advice on Montenegro or Albania - but all others we met last year strongly suggested Albania should be sailed past........
I also hear the Montenegran fiords are great - but again we skipped past due to timing issues. In Albania thay have difficulty handling the
concept of a private yacht - so I hear you are treated like a 'ship'- neccesitating agents, extensive paperwork, and relatively high costs.
You can clear into any Greek port of entry. These
ports are listed in all the pilot
books. If coming down from Croatia it is likely Corfu will be the first major port you hit. You there also need to get a cruising
permit on arrival - basically same deal as Croatia but lots cheaper.
Officially you are meant to report to each Greek harbour / police authority and get this permit stamped as you pay harbour dues etc - but few do this.
We tended to ignore the harbour authorities until they came to us - then we simply apologised and did whatever they said.
