Can comment on specific US FCC processes. But a ships station license and hence its MMSI and call sign are assigned to the vessel not the owner. If the owner details change you merely update the station details to reflect the new owner.

MMSI and call sign information should end UL in the ITU database. Its online and publicity accessible over the web so you can check the details.

Agreed. I have a single source that indicates that once the previous ship station license is cancelled the MMSI may be transferred to the new ship station license (saving reprogramming VHF, HF, and AIS radios). I'm still working on getting that confirmed by the FCC.
