Whitlock binnacle. how to seal stanchion tubes to cock-pit floor

we have a 2000 tartan 3500. I found a small leak on the starboard stanchion that support the whitlock engine control pod. I am looking for a diagram to see how the starboard stainless steel post connects to the cockpit floor. I can remove the bolts but the rubber base will not slide up the stainless post. How can I get the rubber base to slide up so I can seal the base?
