gelcoat peeled off the matt used as bulk. looks like some re-gelcoating then barrier coat--- but..... and then itis a fisher-- so it may be worth the work.. depends on your lust for the boat. if you have the passion, it will work out. if not-- say bye bye and go for a different boat.
if it is out of water, this was a blister. so.... ready set repair or pass n search more. your toss. if you have the passion ask surveyor what he would do to repair..looks dry--so epoxy filland then barrier and antifoul,bonding the barrier coat topcoat withthe first coat of antifoul. might wanna use skilled labor to do it correctly. .
