Yes, you would have to take it apart and slide it forward, assuming it wasn’t part of what broke requiring the emergency steering.
I do not think it necessary, and I won’t be fitting one, just think it’s not too difficult a task as it is with some systems, because the top of the rudder shaft is so easily accessed.
Worst case would I think be a jammed hard over rudder, however I think the most likely failure is the rudder breaking loose from the shaft and not being able to be turned, especially as they get older. Mine is 30 yrs old and I don’t kid myself and think no water has gotten in, I know it has. Of course then you get to try out that hole in the top of the rudder
