Bond Aluminum to Stainless

I have a Travelor from a 83 Westerly Fulmar that needs rebuilding, I have had new bearing wheels and pulleys made in Acetel (not my first choice). my problem is I have two stainless plates that hold the clam cleats bolted to the aluminum traveler. my plan was to make the two plates into one which would double the number of fasteners holding them/it down. Due to the corrosion below the plate I would like to bed the stainless to the aluminum...

does anyone have any experience or could recommend anything.

I'm having issues uploading my photos...
