Water in my gas? Honda 2.3HP

Here's the short version of my question. Is this water in my fuel?

Here's the long version. After inadequate storage of the outboard during the winter, it was acting up. So I cleaned the carb, changed the plug, changed the oil and a couple of other things. It worked great for about 2 outings, then started stalling. It worked at idle with the choke, but anything else and it stalles. So I emptied the fuel tank and found it murky and there seems to be sediment or water at the bottom. There has been an obscene amount of torrential rain lately. What I'm thinking is that rain is getting in and spoiling the fuel. Another hint to this is that fuel drips out a little when I tilt the motor. Before I spend 100$ on a new fuel cap, I was wondering what you guys think?

Water yes
Check the gasket on the filler cap

Agree it looks like water to me also.

Unfortunately a new fuel cap is ~$70 and seems over priced. The rubber gasket under the cap is much cheaper. Is there a gasket for the vent? If so, check that also.
How about making an outboard cover out of sunbrella instead?

I was definitely going to make a engine cover out of Sunbrella. The gasket at the base of the cap is only $5. I'll try that first. The fact that it leaks when tilted out of the water kinda sucks. I lose speed on starboard tack by keeping it in the water!
