Perkins 4.108 Survey results your thoughts

Recent survey revealed the following. The boat was a live aboard docked for almost 3 years

During the trip to be hauled out/sea trial, 3 hrs (1 1/2 hours each way) she ran fine cruising 2025 RPM's. Started right up , a little puff of smoke and that was it

1) Max RPM's reached 2560 indicated the Perkins 4.108 is not reaching full RPM's. I know it could numerous things especially since its been docked as a live aboard for 3 years and never sailed. But the haul out indicated it was not fouled prop. Could be the Prop size and I could live with that till I get her home but need it checked out.

2) At 2025 RPM's the temp was 181, but at WOT reaching only 2560 RPM's she ran hot 204

Your thoughts before I commit to the purchase, should I hire a dockside mechanic to check her out. Can this be done dockside ?
