Below waterline issue

I noticed a couple of screws attaching the exhaust cowling to the transom worked free and the wobbly cowling have knocked them out completely.
My concern is can I quickly replace screws with slightly bigger screws without the use of sealant as these screws are below the waterline and obviously the application of the sealant would be pointless. Surely, I can avoid lifting my 35 foot Bertie for the sake of a couple of screws or am I risking the integrity of the fibreglass without complete water seal? PS I am otherwise six months from my annual lift. Niftynev.
