Moisture survey after over a Yr on the hard?

Long-time lurker, first-time poster.

I'm looking at a boat that has been on the hard for over a year in Greece.
Is it possible to get proper moisture reading from the hull after it's been out of the water for so long?
Would a surveyor take this into account?

These are probably questions for the surveyor of course, but since I haven't even had my offer accepted yet, I thought I would ask here first.

If there is moisture in the hull or deck, it’ll still be there after a year unless the hull was stripped and dried. And if it was, the problem was fixed.
