As has been said above, I don't think you are going to achieve those speeds with a party boat but you could do it with a lightweight racer. When I wanted advice on my boat from the manufacturer, Schionning told me the story of one guy with a boat like mine made 16kn with 2 X 60hp outboards but it sat low at the back, pushing too much water up front.

If it's cheap and fast, don't expect much in the way of accommodations.

If you throw a lot of money at it you can have fast with decent accommodations.

Some tents can withstand galeforce winds, 5m of water, and meters of snow on top, so will probably be safer than or at least more weatherproof than a standard cabin provided you can secure it well.

Show me the tend that can take a direct hit from a 5m wave...but even if it could, you are still living in a tent.
