As has been said above, I don't think you are going to achieve those speeds with a party boat but you could do it with a lightweight racer. Some tents can withstand galeforce winds, 5m of water, and meters of snow on top, so will probably be safer than or at least more weatherproof than a standard cabin provided you can secure it well.

Show me the tend that can take a direct hit from a 5m wave...but even if it could, you are still living in a tent.
