It will work great for a few years until the operators conclude "there's never a tsunami on my watch" - then they'll start sleeping through their shifts ... or the bureaucrats will forget about tsunamis in five years and stop funding to properly maintain the system.

Sorry, I just see the way things work out here in Asia and can't help but be skeptical.
