I wouldn't think so.
I am extremely doubtful that webcam is actually in the Kerguelen Islands.
The climate is cold oceanic with rain or snow falling more than 300 days a year. There are no natural ports or airstrips. The Marion Dufresne is the supply vessel operated by Terres Australes et Antarctiques Françaises (TAAF)*. It visits Kerguelen Islands 4 times per year, in April, August, November and December. The helicopter on board allows unloading equipment and disembarking passengers. The movement within the archipelago is ordinarily walk, sometimes with the support of a barge in the Golfe du Morbihan.
In 2006, all the islands of the archipelago were listed as natural reserve. Access to some sites of Kerguelen Islands is consequently subject to permits.

I tried the webcam just now but the islands are in darkness.

What about the satellite view of the Kerguelen islands?

They aren't. They're in France.
The Kerguelen Islands were named after the Captain of the ship that discovered them: Yves-Joseph de Kerguelen-Trémarec who was named after the estates his family owned in France, where today a sailing school is located ... with a webcam and lots of boats.
