Panama City Beach FL dinghy dockage?

Hoping to go to Panama City Beach on Nov 6 and 7 to see a friend do his first Ironman. Lots of marinas are closed due to hurricane damage. Only one I found after a half dozen calls looked quite modest and wants $250 for 2 nights.


At that price, anchoring is good alternative, but I don't know where there is a dinghy landing. Google maps did not show anything too promising. My friend will have a vehicle and can pick me up somewhere if there is nothing in PCB itself.

St Andrews State park has a boat ramp.

There is a marina next to Sheraton that not only let me use the dinghy dock, I was able to get cheap slip for a week.
