Bad Seamanship

Does anyone know who I would report bad seamanship from a cruise ship to?
Sailing this week off the coast of Culebra I was on a collision course with the ship Carnival Valor. When I hailed him on the radio his response was he had to follow the contour to avoid shallow water. The depths were 80-100 ft.! He was full of it and just plain lazy. But that is awful seamanship. Where should I report this to, does anyone know? Thanks

Well, I recun a commercial vessel's captain is solely in a position to determine how to safely operate the ship in a seaway where in his judgement the contours limit steerage to a narrow channel.

Probably wasting your time 'reporting bad seamanship'.

OK, just looked it up, draft is 8.2 M of 27'.

My take is: you asked him and he gave you his answer. You might not like the answer or disbelieve him however, you have to accept it at the time and navigate accordingly.

If you must complain and perhaps feel better, try the Puerto Rico maritime authority.

The conversation about right of way came up on my FB group a few days ago. I commented that a couple of times during JaM racing we turned away from approaching yachts even though we had right of way.

One of my mates suggested we should have held our course.

My reply was that for the first instance we know the other boat has a reputation for just keeping going regardless, and for the second the owner was new and just didn't see us.

My overriding point however was, it's taken me 50 years to get my own yacht. I didn't fancy going home to The Beloved and saying "honey, I've sunk that one, can I have a new one please"

I believe I heard you hail the "cruise ship off the coast of Culebra" numerous times before you got a reply from them. If I heard you, I know the USCG sector San Juan did too. They would be the ones to take up your concerns with. Keep in mind these are the same guys at the same place that ran over a stationary fishing boat. http://m.military.com/daily-news/201...hing-boat.html What exactly is it you intend to accomplish? If I reported every time I saw an example of "bad seamanship", there wouldn't be enough time left to sail!!! Do you have an AIS that was transmitting? Do you think they could see you on radar? How close did you two end up?
