You can argue about "Development" but even that's not clear cut.
As far as purchasing and distributing (which also feeds back to cover the cost of development), yes, the US Federal Govt bought the doses being distributed in Florida.

Why wouldn't Florida charge foreigners? That's crazy if they don't.
I am an Ontario resident, but I got my flu vaccine in Alberta this year. I had to pay.

Sigh... Yes. Everyone who is eligible. Again, the virus doesn't care what your immigration status is.

Re: Fla Covid vaccines
Notice to all American Military Vets. The VA is giving Covid shots on a first come first serve - in particular the Tampa James Haley VA hospital . I got a recorded call last Thursday that i was elgible- went there and got the shot with little waiting. This after struggling for many hours a day on the computer and phone with the Democrat County controlled government for 2 weeks trying to get a shot with no success--and Im 84.

News reports say there is a caravan of 12000 Hondurans heading for the USA . Maybe we should fly 24000 doses down there as Biden lets them in -they say Biden invited them and orange man is gone. Good idea?

Does not Canada have lots of illegal citizens?/ USA has at least 20000000 of them . Biden says he will make the all of them legal citizens and voters by his 'orders.'

Re: Fla Covid vaccines
Covid has become too politicized, let's not extend it to the vaccine. FYI, I am a "winter visitor" in Arizona, not a resident or property owner.and I am welcome to get the vaccine here by showing proof of age. My understanding is that undocumented aliens are also welcome. I believe the state has been told "the quantity of your next allotment will be based on the number of doses you have given in the past".

What do you think "socialized medicine" is?
As I said, the virus doesn't care about your immigration status. Regardless of your citizenship, if you've got a population that is at-risk, it makes sense to allow them to access the vaccination.
It's impressive if they make it available for free -- now THAT is socialized medicine. No wait! That's communized medicine. I'm impressed .

I've been trying for three weeks to get one in our Republican controlled county with no better luck.

Re: Fla Covid vaccines
Here in North Florida there are vaccination sites run by state agencies which will vaccinate any Florida residents and there are sites run by county agencies that will only serve that counties' residents.

Because the Federal Govt bought it for the purpose of vaccinating US Citizens.
It's not Florida's to sell. Doubly so, when there isn't enough for US Citizens.

So why would they give it to non-citizens?
