What inexpensive, reasonably high amperage [~60-100a] devices are being used for individual cell load testing?

You could use some wire in some water or a big power resistor.

But, you certainly don't*have to load test each cell individually. Space permitting, just build up a pack and test many at once. With cell-level monitoring, you can keep an eye on many cells this way.

Yes, of course - submerged wire. I was blanking how 0.053 ohm resistance could be maintained without melting.
