There was also a magnetic field long after the the key had been switched off as well as a few amps of constant draw (resulting in the heat symptom.) Ironically the backup internal regulator failed in such a way as to result in this very symptom. At least that was the information provided by Balmar after I returned it to them for investigation.

I think a properly wired ignition switch and oil pressure switch should de-power the Balmar when the key is off. The Balmar should go dark.
