These are unopened CD-ROMs : From the front of the package : "CD-ROM includes 99 up-to-date NOAA electronic charts". We were in the business of marine electronics and these chart packs were in a box in one of our store rooms that I am cleaning out. There are no dates on the packs, but they are not "new."
