Waypoint displayed via NMEA0183?

Can details of a waypoint set in a plotter be received via NMEA0183 and displayed on OpenCPN?

Yes, if the plotter in question is able to send them as WPL sentences.
OpenCPN by default ignores these, you have to configure that you want it to process these and select if upon reception they should be handled as APRS position reports or create a marks (Toolbox -> Ships -> AIS Targets tab).

Process in JavaScript

You can process a WPL sentence in JavaScript and do with it what you will.

You might want to create an OpenCPN waypoint. Better, you might want to check whether one already exists in OpenCPN with the same name and decide whether to ignore the duplicate or update it if the details have changed.
