No, he should go to the Android forum for OpenCPN because he use Android.

As most of the functions/features of OpenCPN are common across platforms, it seems more-than-appropriate for OP to ask for help with his/her Android version here (even though the question is currently a little too vague/basic).

Or should this section be retitled "OpenCPN except Android"? (I think not....)

You forgot: There is a payed version and a not payed version. If he has the payed version he should got also the link to the Android help forum. Otherwise he should get the payed version because the other one is outdated.
