What exactly did you download? For several years this plugin is distributed in form of an installer package you have to run, you do not have to copy anything anywhere manually.

This is what I downloaded. It is an installer package, and it installed properly (I did this three times now).
The files appear where they should in the OpenCPN files, but they don't when I open the plug in list after launching OpenCPN

You still do not say what you downloaded, I really can't guess it from a link to the list of a all plugins...

I have just installed http://download.opencpn.org/5.0.0/op...5270_setup.exe and https://github.com/nohal/iacfleet_pi...ov50-win32.exe on a Windows 10 machine and it works exactly as expected.
So please, let me see your logfile in case you installed the same and it does not for you.
