The flip side of what yo say, might be that an owner was looking at the bill for extensive coring repairs and extensive blister repairs and instead, found a cheap couple of migrant painters to hide it all. That's been done too often, you know.
On the other hand, if a close look at the deck shows ALL the deck hardware was actually removed, not just masked off for the paint job (excuse me, the Awlgrip coating job(G) then there's a chance someone was just doing things right, since so many buyers want a perfect sail-away boat with all the work already done for them.
There are just so many things a coat of shiny new paint can hide though. If I were going to do that, I'd want to at least have a good set of before and after photos to show potential buyers that the hull hadn't been poxy.

It is disturbing that we do not know who to trust here? What is the point of using a broker and surveyor? Buyer beware!

I had our boats deck redone 10 years ago. painted with Awlgrip. After winter storage under cover or during the summer with the life raft or anything else for that matter stored on deck there are small blisters in the paint When they dry they disappear so I would think a moisture meter would give you a false reading with a painted deck ie the paint has mositure but the gelcoat and core are sound. I did enquire about this with an awlgrip rep. The reply was Paint is not waterproof it is resistant. Big difference. So the mallet and walk around test would be more reliable in my opinion.

I’m meeting with the company that did the paint job on Saturday and the owner and broker
At least I have more information to work with now
