I tried that a year ago when I was looking at a Bosun’s chair made by Medof, the number was out of service then, still is.

I'm in the "weather cloth" camp, too, and have a suggestion: if you string bungee cord through the grommets, top and bottom, finishing in hooks, you'll have a quickly de-mountable weather cloth, that you use on the "weather" side of the boat. Fiddle with it to get it appropriately taught. There are many ways to do it, but having it quickly demountable can be useful.

Re: Anyone have any idea what this is?

I have something on the same size, but on quite a different material.
Mine is made out of a fine mesh and I was also puzzled when I found it on the bottom of a locker... it turned out to be a cover for the cabin entrance to keep the bugs out if you want to sleep with the lid open. Here:

But yours, being of such a heavy-duty stiff material, I doubt.

Only way to find out is to look for matching supports (with so many evenly spaced eyelets, should not be so difficult)...but hey... it might just be something left behind by the previous owner to make some other project.
I have found loads of not-belong-here stuff on my boats and I have always burned my brain trying to figure out where the heck it belongs/attaches to.

Eventually they all attached perfectly to the inside of a big box in the garage
