Argentina can answer this. Given language and cultural differences, I would be very very cautious in interpreting any resulting communication.
Possibly maybe but not highly likely Movistar could track the signal IF the signal came from a Movistar
mast (Movistar (Telefonica) is a major company in the EU, e.g.). But it is highly likely that the signal was roamed (from another operator/network) and so Movistar may have no such information in their records.
Police forces are capable of getting such details cross border / cross operators, where technology allows. Given the delay, you may consider asking your local authorities to step in and start an official inquiry.
