I have a rubber socket on my dink for a 12 in mast. Painted a dowel stick to hold these lights from Amazon. 10 bucks for red, green and 2 whites

Another vote for Navisafe. They are one of those products that are expensive, but very well worth it.

The mounting systems are well thought out and highly effective. The lights themselves are robust. Even on CF nobody disputes that they are 100% legal and as effective a light as you can have.

If you can't afford them, or are too cheap to buy them, at least get SOMETHING and USE IT! Far too many people are seriously injured or worse from night time dinghy collisions, usually involving idiots without lights.

I wish my outboard had a tiny alternator on it and the dinghy had permanently fixed quality navigation lights.
