You can expect to be punished, and often severely, for breaking laws if you are a foreigner in every country in the world. Except the USA, if you are in the country illegally in the first place.

I didn't see any compliant, just a notification that laws previously ignored were now being enforced.

True John, but it is that inconsistency in enforcement and even a tacit approval with cooperation, that justifies the warning.

Here in the Philippines, there are similar laws on the books, but because a number of large foreign registered yachts are owned by wealthy Filipinos, they are mostly ignored.

Until they're not.

I agree the warning is helpful, but those who need it are IMO foolish.

Then again, I've had my fair share of s cofflaw foolishness, and feel very grateful to my HP I only had some close scrapes

The problem with moralizing is that not everyone has your perspective.

I think you need to actually live poorly in a poor country, before you have the right to criticise their "get what you can get" philosophy.

Feeding their family comes first and if a foreigner who services tourists, helps them to achieve that........
Then gratitude, not shame is what those less morally endowed, tend to feel.
