Bristol 24 Sailstar Rudder Replacement

I lost my runner two weeks ago on a soft landing. To get off the beach I jerked back and forth on the tiller and the shaft sheared off where a previous owner had drilled a pin to prevent the rudder popping out of the shoe. I want to replace it with something reliable but not expensive (<$500 including labor). I'm in Annapolis and happy to drive for a day to pick something up. Any suggestions, cautions or advice welcome.

I've attached 4 useful pictures I hope. I had the boat hauled last Friday and you can see the rudder is indeed gone, sheared off the shaft where it exits the hull. We had a terrible time trying to remove the remainder of the shaft and the yard (Ferry Point Marina) intends to saw it up so it can be retrieved piecemeal. I am looking for a replacement, or hoping to find the old one on a beach up Cockey's Creek.

Where can I find a rudder to replace it? Any suggestions? I was going to visit a machine shop to see if someone can fashion me a 1" diameter shaft. It seems to me that a transom mounted rudder would be more effective, especially when using the outboard
