Head Plumbing Cleaning with Muriatic Acid

I was just reading an article by Don Casey (of Good'Ol Boat fame) concerning head plumbing cleaning with Muriatic acid. According to him one needs a 20% "acid solution". So, if one needs a half quart of solution (16 Oz), one wants to have 3.2 Oz of acid (= 3.2/16 = 20%) Now, Muriatic acid from the hardware store is a solution of 38% acid and 62% "inert" ingredients (presumably water). So, to get 3.2 oz of acid, one would need 8.2 oz of that solution ( = 3.2/.38). That, combined with 7.8 oz of water would give one 16 oz of 20% "acid solution". Does that seem correct?
