Yes they do. My ACR AquaLInk PLB generates the 121.5 MHz emergency homing beacon. I believe all modern PLBs do this. It also contains a built-in GPS.

Perhaps I expressed myself poorly. What I was trying to say is that the PLBs don't automatically float or otherwise orient themselves. You either need to hold them with the patch antenna facing up,...
