Good luck in your negotiations. I always recommend a survey as well but must admit that it doesn't make sense for a boat of this size and for the price.

To prove use a small diameter phillips screwdriver. If the wood is just wet the screwdrive might compress the fibers but if it is rotted you will make deep holes in the wood with very little effort....
