low float level leans the mixture, a lean mix shows up most at low vacuum like when you first open the throttle. It's the reason some carbs have an accelerator pump, to keep the mix from going too...

Sparrow hawk is probably right but it could be a low float setting too. Since your disassembling it to clean it check the float level while you are there
