FWIW

One way to check prop if prop is fouled is to drive forward while tied up to wharf / jetty / pontoon etc and observe the prop wash. With rudder amidships and burst of throttle ahead, the...

Yep, this HAS to be done - sorry!

Until the prop is clean, there is simply no way the engine will perform to specs.

I don't disagree with you however, the OP reports 3200+ rpm at no load WOT. I am not sure how much the "+" really means so I take it the engine reaches close to max rpm at WOT unloaded.
