Also, there seems to be an exodus of boats from Marina Country Club in Punggol, due to a change in management.

Middle-class locals like me would have considered MCC as a viable option previously...

If the sailboat has no engine (which is very unlikely for a keelboat), PPCDL is not required.

I doubt there is any license required to sail a keelboat, but I guess its more challenging than...

Cheapest marina seems to be Punggol Marina? There was a very good deal for a 30ft sailboat in the early part of this year....
