In Canada any water craft with a 10 HP or better needs to be registered. Hence the creation of the 9.9 hp to skirt the rule. ( not many people know that LOL ) In the US if the boat is in transit....

The main reason, hurricanes free, easy access to Belize, Mexico, Honduras etc...

Same here. Bought My boat 12 years ago in Curacao, it was Dutch flagged, Now is Canadian flagged. Have not paid VAT yet on it, because the boat never been to Canada.
