puppy won't go potty!

I have a little (5#) mixed breed that's about 3 years old. She has always enjoyed boating. Now that I've moved the boat to the eastern US and the ocean, I have a problem. She won't go!
We sailed from Charleston to St. Augustine. It was her first trip offshore and it was a little bumpy. We brought a litter box with scented pads and everything. Tried everything we could think of to no avail. 31 hours later we arrived, took her to grass and she did everything...twice. She never seemed in distress, but it can't be good for her. I plan to begin living aboard this year and doing some extended cruising. What do you folks do?

Our friends on Panda had a similar problem. What they did is bring sod onboard and put it in a pan on the foredeck and the familar smells helps Bella do her work. Little by little they remove the grass and final none at all.

After Bella would use the pan they would toss it oveboard and retrive it with the line tied to it for a quick clean.
