This shows us two things.
1. Your never too old for a three way sex romp.

The Port Authority PD has long had a sad reputation as the place where wannabe cops go after they fail the NYPD exam too many times. The ones I've known couldn't find their way out of a brown paper bag, even if they had illustrated instructions inside of it with them. And yes, that's specifically the contingent at LaGuardia.

OTOH the NYPD has an extensive harbor patrol. Considering there's also a major city prison located just a stone's throw from LGA, it is surprising the NYPD weren't responding directly before the PAPD called them.

The landing lights for that runway extend quite a ways out from the airport, there are simpler ways to get closer to the aircraft from all directions. Basically, anyone who transits that end of the east river (western LI sound actually) is going to pass within a stone's throw of those pilings anyhow.
