Problem with Part 1 UK Registre

Hello sailors,
I am trying to register my s/y to Part 1 UK Register. I am trying hardly for at least 5 months now and still there is no solution.
We bought our boat from English guy in Greece. The boat has already British flag so we decide with my partner to keep in under UK Register. Unfortunately, we learnt that we can't keep Part 3 (in which boat was registered) as we are from France. The Part 1 is a solution! So we start the process, we sent the documents, survey and the fee.
Unfortunately, we didn't succeed to dig out the bills of sale from previous owners. Only one from guy before us. It isn't enough for MCA. They already changed me to times the official to discuss with so I had to restart from the beginning already three times.

Is there someone who has the same experience? Do you think it is possible to get registered even if we can't find out the previous owners?

Belgium registration could also be an option for you. Easily done

You can register under Part 3 if you are an EU national and live in the UK for 185 days a year.
You cannot use this to secure a registered loan against the boat.
You can register under Part 1 if you can establish the ownership chain for 5 years and that there were no liabilities attached to it uncleared in that time. The previous owner may be able to help you go back that far.
Alternatively you could register it under the equivalent part 3 in France as a French citizen. I guess it depends whose flag you want to fly. I doubt it would make much difference being in the UK on a French passport.
