The system isn't difficult. Go get a commercial license and take people on charters. It's pretty easy actually. You just need six months of experience and to pass a basic knowledge test.

When you want to break the rules, particularly safety rules, well then it gets complicated simply because the government tends to take safety of the public seriously.

This has been an awesome thread that others will benefit from in the future. As for me, I will pay my share and enjoy the time with my friends and be glad I am not being stuck with the whole bill. What if you rent out your boat and decide to......jk.
