Need Clarification on a Canadian Mod

Hi, there is a Can Mod in COLREGs that I just don't get.

In Part A - Rule 3 (Definitions), paragraph (n) Canadian Modifications states:

For the purposes of these Rules, the definition of the word “vessel” in paragraph (a) does not apply.

Refers to para (a):

The word “vessel” includes every description of water craft, including non-displacement craft, WIG craft and seaplanes, used or capable of being used as a means of transportation on water.

How do I explain this to my students? Anyone knows the background, reasons, explanations, clarifications of this canmod?

What "rules" is it referring to and is there a further description of the type of "vessel" the rules are referring to?

I can't find the changes that you refer to so a link to a web document might help.

I think it refers to COLREGs in general. I don't see any other definitions of the word "vessel".

Maybe Canada wants to extend the definition to crafts not meant to be used as a means of transportation on water i.e. exploitation vessels, ODAS, etc...

It would seem clear that the Canadians are simply striking the definition of "vessel" that is provided in the colregs.

That probably means there is a different definition someplace in Canadian statutes. Seaplanes may be exempted, ground-effect aircraft may be handled differently...

Without knowing the purpose of what you are trying to teach to what kind of students, one can only suggest asking them "OK, why do you think Canada is striking this definition?" and see if they figure it out. Or if they can figure out the governing authority and that asking them directly may be the most reliable answer.

The COLREGs define vessel:
The word “vessel” includes every description of watercraft, including non-displacement craft and seaplanes, used or capable of being used as a means of transportation on water.

Your quoted Canadian mod’ merely adds "WIG", which is a “wing-in-ground-effect vehicle”. It's merely more complete.
